Short answer: For cheap, high-volume bulk SMS, use a Kenyan SMS gateway such as Celcom Africa (from KES 0.25 to KES 0.60 per SMS by volume) or Africa's Talking. For developers who want SMS, WhatsApp, USSD and voice APIs in one account, Africa's Talking is the standard choice. For email-first marketing with SMS add-ons, Brevo has a free plan and paid plans from USD 9 per month, but WhatsApp needs its Professional plan. For a small team just starting, the free WhatsApp Business app is still free. If you want WhatsApp, email, CRM, funnels and M-Pesa payments automated in one system, Ignite Funnels self-serve plans start at KES 1,597 per month plus VAT, and its separate done-for-you service, with a trained operator running it, costs KES 40,000 per month, VAT inclusive.

Important for 2026: from 1 October 2026, Meta charges Kenyan businesses on the WhatsApp Business Platform for utility messages sent inside the 24-hour customer service window, which were previously free. Reported rates are about USD 0.004 per utility message and about USD 0.0248 per marketing message. The free WhatsApp Business app is not affected.

WhatsApp Business app (free)

The free app gives you a business profile, catalogue, quick replies, labels and simple away and greeting messages. For a shop answering a few dozen chats a day, it is enough.

Where it breaks: no real automation, no reliable way for several staff to share one number with tracking, and no link between a chat and a sale. When chats pile up and people wait hours for a reply, you have outgrown it.

Africa's Talking

Africa's Talking is the best-known Kenyan communications API, covering bulk and two-way SMS, WhatsApp, USSD, voice and airtime. Its published WhatsApp pricing is USD 85 setup and USD 50 per month maintenance, plus per-message fees; for the "Rest of Africa" region it lists USD 0.032 for marketing, USD 0.008 for utility and authentication, and USD 0.002 for service messages. USSD shared codes on Safaricom run from KES 10,000 to KES 40,000 per month. We could not confirm a current per-SMS rate on its public pages, so check current pricing in your account.

Choose Africa's Talking if: you have a developer and want to build messaging into your own app, website or USSD menu.

Celcom Africa

Celcom Africa publishes simple Kenya bulk SMS tiers:

• Below 5,000 SMS: KES 0.60 each
• 5,000 to 50,000: KES 0.50
• 50,000 to 300,000: KES 0.40
• 300,000 to 1,000,000: KES 0.30
• Above 1,000,000: KES 0.25

A sender ID costs KES 6,500 per network, one time. Celcom also offers a WhatsApp Business API, OTP, USSD and short codes, but WhatsApp pricing is quoted on request.

Choose Celcom Africa if: your main need is sending large volumes of SMS alerts, reminders or promotions at the lowest per-message cost.

Brevo

Brevo is an email marketing platform with SMS and WhatsApp as add-ons. The free plan allows 300 emails per day, Starter starts at USD 9 per month, and Standard at USD 18 per month. SMS runs on prepaid credits available on every plan, priced by destination country. WhatsApp credits are only available on Professional (from USD 499 per month) and Enterprise.

Choose Brevo if: email newsletters are your main channel and SMS is occasional. If WhatsApp is your main channel, Brevo becomes expensive quickly.

Ignite Funnels

On either option, WhatsApp Business Platform messages are still subject to Meta's per-message fees. Note: SMS to Kenyan numbers is not available in Ignite Funnels yet, so if you need bulk SMS, pair it with a gateway such as Celcom Africa or Africa's Talking.

Be honest with yourself: if you only need to send SMS blasts, a gateway like Celcom Africa is the right tool. Ignite Funnels fits businesses where leads arrive on several channels and slow replies are losing sales.

Where M-Pesa fits

Messaging tools do not collect money on their own. If you use Africa's Talking, Celcom Africa or Brevo, you will pair them with a payment gateway:

• IntaSend: 3% on local M-Pesa collections, 3.5% on local cards, KES 100 flat per M-Pesa payout, no setup fee.
• Pesapal: M-Pesa and cards online, via payment links and on POS machines. Fees are not published on its site, so ask for a quote.
• Selar: for selling digital products and courses, with M-Pesa and KES support for Kenyan creators. Check current fees.
• Systeme.io: a popular funnel builder with a free plan (2,000 contacts) and paid plans from USD 17 per month, but its listed payment gateways do not include M-Pesa directly, and it does not do SMS or WhatsApp.

How to choose: a quick checklist

• ☐ Which channel do your customers answer? Test SMS and WhatsApp on a small list before scaling.
• ☐ Volume: estimate messages per month and price them at the right tier, including the new Meta utility fees from 1 October 2026.
• ☐ Hidden costs: sender ID fees, WhatsApp setup and monthly fees, and 16% VAT.
• ☐ Two-way or one-way: alerts only, or real conversations your team must answer?
• ☐ Payments: do you need M-Pesa collection inside the same flow?
• ☐ Who builds it: do you have a developer, a marketer, or neither?

How much does bulk SMS cost in Kenya in 2026?

Published rates run from about KES 0.25 to KES 0.60 per SMS depending on volume. Celcom Africa lists KES 0.60 below 5,000 messages, falling to KES 0.25 above 1 million, plus a one-time sender ID fee of KES 6,500 per network.

Is WhatsApp Business API free in Kenya?

No. The WhatsApp Business app is free, but the API charges per message. Marketing templates are always charged, and from 1 October 2026 Meta also charges for utility messages sent inside the 24-hour window in Kenya. Providers add their own fees on top.

Can I automate WhatsApp messages and collect M-Pesa payments together?
